Northern Herring can be fished in Old Sharlayan near the harbor and you can fish them with a Versatile Lure. They are used in multiple high level dishes so they are often bought by crafters and normally sell at decent prices. They have a slow catch rate so be sure to use abilities like identical cast and other abilities to increase the catch rate. Below is a video showing the location of the fish.
