Raincallers are a fishing quest fish and they are normally worth some money because of this. You can find them in New Gridania near the adventurers guild as well as Old Gridania by the docks near the market place. You can only fish them when its raining which makes them more valuable since a lot of people would rather just buy them for the quest instead of waiting for it to rain. You can catch them with Stem Borers as bait. Attached is a video showing the location in New Gridania.
